The headlines are euphoric: ~54% of enterprises now run AI agents in production, and 80% of those deployments report measurable ROI. But one layer down, only ~23–29% of organizations see significant ROI — and 22% of agent deployments are at negative ROI at 12 months. Both are true. The reconciliation is the whole story:

Agent ROI is now decided by management discipline, not model capability. Failures trace to scope creep, missing evals, and absent ownership — 41% to unclear success criteria. The capability excuse is dead.
